All children are eligible to attend school if they are 5 years of age on 30 April in the year they start school. https://www.education.vic.gov.au/school/principals/spag/participation/Pages/admission.aspx#link88
If you wish to enrol your child in a Victorian government school at a younger age, a minimum age exemption is required. In order to meet the eligibility criteria a report from a Psychologist is needed, confirming that the child has achieved a Full Scale IQ of 130+ using the Wechsler Preschool and Primary Scale of Intelligence – 4th Edition (WPPSI-IV), conducted when the child is four years of age. If a child does not achieve a Full Scale IQ of 130+, the Department of Education and Training (DET) may also consider other evidence of suitable academic ability (as provided by a Psychologist) that demonstrates that the child has suitable academic ability to attend school.
Thus, assessment for early school entry will involve administration of a cognitive assessment, plus academic assessment if required.
